Amid a month-long spike in new COVID-19 cases, the Alberta government introduced increased measures and restrictions on businesses that include closing casinos, bar and in-person dining in restaurants, and a province-wide mandatory face-mask requirement. The measures are necessary but come after weeks of feet-dragging by provincial leaders.
Weaker measures introduced two weeks ago proved ineffective but you will not hear Premier Jason Kenney admit it, and you will not hear him call the new measures a lockdown.

Despite loud warnings from physicians, public health professionals and health care unions over the past month that the government was not taking serious enough action to slow and stop the spread of COVID-19, Kenney’s government attacked and mocked those calling for some of the same measures he introduced today.
At times it has seemed as as though Kenney was more concerned with not doing anything that might alienate elements of his political base than he was in taking measures to actually stop or slow the spread of the virus. This concern about his voter base appears to also include an avoidance of the word “lockdown,” despite it being an appropriate description of what the government has implemented.
As of today, there are 20,388 active cases province-wide and have been 640 deaths caused by COVID-19.
Still no federal app
The measures announced by Kenney still did not include the activation of the federal CovidAlert app in Alberta. The federal app has become one of the latest targets of partisan attacks against Ottawa, with cabinet minister Jason Nixon referring to it as the “Trudeau Tracing App.”
Despite the adoption of the ABTraceTogether App early in the pandemic, it has proven ineffective and is reported to have only been effectively used 19 times since it was launched in the spring.
Unlike Alberta’s app, the federal app allows contact tracers to track the spread of COVID-19 across provincial boundaries.
Schweitzer shows a little humanity, some leadership potential

Along with Kenney and Chief Medical Officer Dr. Deena Hinshaw, the press conference announcing the increased measures featured Health Minister Tyler Shandro and Minister of Jobs, Economy and Innovation Doug Schweitzer.
Engaging in a bit of mischief-making, Lethbridge-West NDP MLA Shannon Phillipsmused about Schweitzer’s performance and potential leadership ambitions. While Phillips’ commentary was certainly designed to create mischief, she may have a point.
Compared to Kenney, who remains robotic, unemotional and prone to partisan outbursts, and Shandro, who appears to perpetually carry a giant chip on his shoulder, Schweitzer sounded like a real human being. While he does have a serious ‘dude bro’ vibe and his comments today were weighed down by business jargon, he was a much clearer and sympathetic communicator than his two colleagues.
Kenney may be in complete control of his party today, but history shows that Conservative parties in Alberta can be ruthless towards leaders who become liabilities at the ballot box. Just ask Don Getty, Ralph Klein, Ed Stelmach and Alison Redford.
Melanee Thomas joined Dave Cournoyer for a deep dive into Alberta’s politics during the COVID-19 pandemic, including the relationship between the provincial and federal governments, and how Albertans’ political self-identification could be influencing Premier Jason Kenney’s decision to avoid serious public health measures including a province-wide mandatory mask mandate. Thomas also shared what it has been like to teach at a university during the global pandemic.

It’s 9:30 p.m. I’m sitting down in my living room with the intention of writing a piece about what happened in Alberta politics this week. But where the heck do I even start?
I could write about Premier Jason Kenney‘s growing focus on not alienating anti-vaxxers following his recent announcement about the potential distribution of COVID-19 vaccinations in 2021. Or I could write about how Health Minister Tyler Shandro amplified Kenney’s comments that basically amount to protecting anti-vaxxers from a vaccine that could stop a pandemic that has almost ground many part of our society and economy to a halt this year.
I could also write about Chief Medical Officer of Health Dr. Deena Hinshaw’s announcement today that there were more than 1,800 new cases of COVID-19 and 14 new deaths in Alberta. Overworked doctors and nurses also remain concerned that understaffed hospitals could be overwhelmed by the growing number of new COVID-19 cases in Alberta. And Alberta remains the only province without a province-wide mandatory mask mandate.
I could write about how in a radio interview this week, Kenney singled out the South Asian community in northeast Calgary as spreaders of COVID-19. I could also write about City Councillor George Chahal‘s response, tweeting that Kenney “should focus on those knowingly putting our frontline workers and their families at risk by violating public health orders, not the people working the jobs we need to keep our city going during a global pandemic.”
But I also might pen a piece about how politicians from other provinces are starting to refer to Alberta to downplay the spread of COVID in their own provinces.
“You want to speak about who is in crisis? Have you taken a look at Alberta, where they’re doubling up patients in intensive care units? We’re not doing that in Ontario,” Elliott said.
I could try to figure out what in the world Red Deer-South UCP MLA Jason Stephan means when he raised red flags about “socialist decarbonization” during a private members statement in the Legislative Assembly this week. But that might take a series of think-pieces to even attempt to explain.
Now I’m getting tired, so I’ll leave you with these thoughts and a tweet from William Shatner, aka Captain James T. Kirk, about the Alberta government’s stubborn refusal to adopt the federal CovidAlert Tracing app.
Premier Jason Kenney emerged from ten days in seclusion to announce new measures in response to the record-breaking daily increases in COVID-19 cases in Alberta.
Far below the “circuit-breaker lockdown” that had been called for by public health experts, the new plan announced by Kenney is mostly previously made suggestions that are now loosely enforced rules with a lot of exceptions. And they are just as confusing at the previous restrictions.
Middle schools and high schools will move to online instruction, but restaurants, bars and casinos will remain open. There was no mention of allowing the federal CovidAlert tracing app to be activated in Alberta, even as our province’s contact tracing capacity has collapsed. And because the contract tracing has largely stopped, it is unclear what data Kenney’s government used when creating these new targeted measures.
The new rules are mostly directed at Calgary and Edmonton, with no face-mask requirements or permanent expanded business restrictions in rural areas. Alberta is now the only province without a province-wide mandatory mask mandate.
The exemptions for rural Alberta communities, as well as exemptions for indoor social gatherings in churches, suggest the the United Conservative Party government is prioritizing appeasing it’s main political constituencies – rural Albertans, libertarians, social conservatives, and industry lobby groups like Restaurants Canada and the Canadian Federation of Independent Business – over taking the advice of public health experts.
Kenney frequently frames the government’s options as either “total lockdown” or “the minimum” measures, but as we know from other provinces and countries there are many actions that can be taken that the Alberta government is unwilling to do.
The half-measures announced today are undoubtably the result of political bargaining within a cabinet and caucus that appear unprepared or unwilling to take drastic action to protect Albertans by stopping the spread of the virus. It is hard to imagine any past Alberta government, whether it be Progressive Conservative or New Democrat, making these types of concessions during a public health crisis.
During the press conference, Kenney repeatedly spoke about the need to protect the economy and “the poor,” but the economy is people and any economic recovery won’t happen until the virus is contained. Government has the ability and responsibility to provide financial supports for all Albertans who are impacted by COVID-19 restrictions.
True to form, Kenney also took a moment to chastise public sector workers who collect a “public paycheque.” It is notable that none of the measures announced by Kenney were specifically aimed at relieving the pressure on understaffed hospitals and care centres where over-worked frontline nurses, doctors and health workers risk their lives to face the pandemic everyday. In fact, the fiscal update released earlier in the day by Finance Minister Travis Toews actually described public sector workers as a drain on the economy.
The Kenney government had eight months to plan and prepare for a second wave that was widely predicted but it appears that in their eagerness over the summer to shift the political narrative back to pipelines and the economy, Kenney has been caught flat footed.
The UCP government had eight months where it could have supported health care workers and educators, built up contact tracing capacity, and put in place plans for the second wave. But instead the UCP cabinet pulled an all-nighter and threw together a patch-work plan in eight hours.
Alberta broke its daily record for new COVID-19 cases and led the country in new cases. With 1,584 new cases, Alberta had more new cases than Canada’s two largest provinces, Quebec with 1,154, and Ontario with 1,534.
The second wave of the COVID-19 pandemic is hitting Alberta hard, and our leadership is sending out mixed messages. While the pandemic was of upmost importance earlier in the year, provincial leaders shifted their focus to the economy over the summer and resisted calls from health care experts for a province-wide mandatory mask requirement. Alberta is now the only province without a province-wide mask mandate.

Premier Jason Kenney, who is in his second period of self-isolation after being exposed to someone with COVID-19 during a trip to northern Alberta earlier this month, has been silent on the daily record breaking cases. But although Kenney has been publicly silent on the surge in COVID cases and the many recent tragic deaths as a result of the virus, he was said to have recently appeared via Zoom at the Edmonton-South West United Conservative Party annual general meeting and a screenshot of him speaking via Zoom to the Canada India Foundation was circulating on social media this evening.
In the absence of leadership, some UCP MLAs are filling the void with confusing information and mixed-messaging that undermines the work of public health professionals like Dr. Deena Hinshaw.
Banff-Kananaskis MLA Miranda Rosin mailed pamphlets to thousands of her constituents last week claiming that the worst of the pandemic was over and that now was the time to focus on the economy.
And a video circulating on social media showed Associate Minster of Mental Health and Addictions and Calgary-Foothills MLA Jason Luan claiming that the government’s COVID-19 plan was to wait for hospital intensive care units to reach full capacity before changing course. Luan later retracted his comments in a carefully prepared written statement.

Meanwhile, the situation in hospital ICU’s across Alberta has reached serious levels. Not only are ICU beds filling up, but the pandemic is taking a serious toll on the health care professionals required to staff these intensive units. Most staff are overworked and having to work many additional shifts to cover for co-workers who have been exposed to COVID and are required to go into self-isolation.
In many cases, nurses and health workers are taking time-off without pay because their sick leave banks have run dry and a special self-isolation leave was ended by Alberta Health Services in July.
New Democratic Party leader Rachel Notley has announced that she plans to ask for an emergency debate about the COVID-19 pandemic when MLAs return to the Legislature tomorrow.
And rumours are circulating tonight that Kenney may break his silence and join Dr. Hinshaw at a press conference tomorrow to announce a new series of measures to combat the pandemic, maybe even more stringent than the strongly encouraged voluntary measures that have clearly not been working.
David Khan to step down as Liberal Party leader

The Alberta Liberal Party will soon be looking for a new leader. A press release sent out by the party today announced that leader David Khan would soon step down to pursue his legal career.
The congenial Khan has run under the provincial Liberal Party banner four times since 2014 and was chosen as party leader after launching a last-minute candidacy in 2017.
While Khan placed a strong third in Calgary-Buffalo in 2015, he finished a distant fourth in Calgary-Mountain View in 2019 as his party’s fortunes collapsed across the province. While he performed respectfully in the televised leaders debate, the Liberals were unable to break into what was largely two-party race between the UCP and NDP.
The 2019 election marked the first time since 1982 that the Liberals did not elect an MLA to the Legislative Assembly.

When the first wave of the COVID-19 pandemic first hit Alberta many months ago, Premier Jason Kenney was front-and-centre.
Ever the Anglophile, Kenney quoted Winston Churchill and compared the pandemic to the Battle of Britain. Under Kenney’s leadership we were going to fight COVID on the beaches, on the landing grounds, in the fields and in the streets.
He delivered a bleak televised address to Albertans, presented an awkward to watch 54-minute powerpoint display in an attempt to explain Alberta’s pandemic modelling, and elbowed his way to the front of Chief Medical Officer of Health Dr. Deena Hinshaw’s press conferences on a weekly basis. It was clear that he wanted Albertans to know he was their Commander-in-Chief in the war against the pandemic.

In one of his more notable comments, Kenney compared Albertans to a herd of buffalo that “move closely together and go into the storm head on, coming out of it faster, stronger, and united.”
But at some point over the summer, as new cases of COVID dropped into the teens and single digits, Kenney shifted gears. He stopped showing up at Dr. Hinshaw’s press conferences and his government ostensibly shifted toward an economic recovery message. But in reality the UCP government began a game of catch-up after the pandemic delayed the United Conservative Party‘s political agenda by five-months – a political agenda designed for a pre-pandemic Alberta.

The glorious battle was over and it was time for Kenney’s government to resume its multi-front war with nurses, doctors and health care workers.
Health Minister Tyler Shandro announced plans to privatize large swaths of the public health care system and lay-off more than 11,000 nurses and health support workers. As a result, many physicians have indicated their plans to leave Alberta and health support workers represented by the Alberta Union of Provincial Employees walked off the job at more than 40 hospitals and health centres in a one-day wildcat strike last week.
A sensible political leader would appreciate that picking a very public fight with health care workers in the middle of a global pandemic is a bad way to run a government. But despite his falling approval ratings, Kenney appears to be moving forward as if everything has returned to normal. It clearly hasn’t.
Now the second wave of COVID-19 has hit Alberta. Dr. Hinshaw reported 800 new cases today, shattering previous records. The public health care system is showing signs of strain as nurses and health care workers are over-worked and understaffed, and COVID outbreaks are being reported at hospitals around the province.
The beaches are being stormed, but, unlike eight months ago, Kenney is no longer showing up at Dr. Hinshaw’s press conferences, confidently quoting Churchill or comparing Albertans to buffalo stampeding together through a thunder storm.

Perhaps it should not be a shock that a government initiative ostensibly aimed at “removing political bias” actually includes a whole lot of bias, but the curriculum advisory panel struck by Education Minister Adriana LaGrange appears to be doing just that.
The authors of the draft copies have deemed residential schools to be “too sad” for younger students, but lighter topics like feudal societies, the Roman Empire and Chinese dynasties were considered appropriate by the panel.
The draft, which appears to be written partially in first-person, is also filled with strange Anglophilia like teaching students to memorize a Gilbert and Sullivan song and recognize the chimes of the Big Ben clock tower in London. It oddly describes Queen Elizabeth II as “Canada’s ruler” and claims that the monarchy represents “unity in diversity,” seemingly sugarcoating the legacy of British colonialism (this does not sound like the model of a modern major education system).
CBC reported the curriculum advisory panel also recommended the removal of all references to “equity” (which was deemed too politically partisan and charged), and that first grade students should learn Bible verses about creation as poetry and fourth grade students should learn that most non-white Albertans are Christians. It is not clear how the injection of a pseudo-religious curriculum would fit into the role of secular public schools, which the vast majority of Alberta students attend.
The handpicked advisory panel includes former political staffer Chris Champion as the Social Studies advisor. Champion was a senior advisor to Jason Kenney during his time in Ottawa from 2007 to 2015 and has been criticized for a 2019 article in which he described First Nations perspectives in school lessons as a fad.
“The Indian Residential School system was created to erase the cultures, histories, languages, and perspectives of Indigenous peoples within Canada, and these recommendations perpetuate that erasure,” said Alberta Teachers’ Association Staff Officer for Indigenous Education Melissa Purcell in a press release this afternoon.
“The recommendations perpetuate systemic racism through whitewashing of the draft curriculum. These recommendations cannot be taken seriously and must be rejected outright,” said Purcell.
This is not the first time someone with close ties to Kenney has been criticized for comments about residential schools. Paul Bunner, who worked as Kenney’s speechwriter from 2019 until this fall once wrote an article dismissing the “bogus genocide story” of Canada’s residential school system.
Both Bunner and Champion are former employees of the Alberta Report, a now defunct conservative weekly news magazine.
Between the early 1880’s and 1996, more than 150,000 Indigenous children were taken from their families and forced to attend residential schools operated by church organizations and the Government of Canada.
The children were strictly forbidden from practicing their culture and speaking their language and were forced to assimilate into ‘white Canada.’ The number of school-related deaths is estimated to range from 3,200 to more than 6,000.
The Truth and Reconciliation Commission of Canada, which was organized by the parties of the Indian Residential Schools Settlement Agreement and held its final hearing in Edmonton in 2015, recommended that provincial governments, in consultation and collaboration with Residential School survivors, Indigenous peoples, and educators create “age-appropriate curriculum on residential schools, Treaties, and Aboriginal peoples’ historical and contemporary contributions to Canada a mandatory education requirement for Kindergarten to Grade Twelve students” and implement “Kindergarten to Grade Twelve curriculum and learning resources on Aboriginal peoples in Canadian history, and the history and legacy of residential schools” (Calls to Action 62 and 63).
The TRC final report described the residential school system as cultural genocide, a description that was adopted by the Canadian Museum of Human Rights in 2019.
Grande Prairie and District Catholic School Board Chair Michael Ouellette told MyGrandePrairieNow that leaving out residential schools from learning plans is a terrible idea.
“It’s concerning where it’s going, it’s concerning where they’re going with education in this province,” Ouellette said.” “Other provinces are so much further ahead of us with the curriculum.”
Education experts interviewed by CBC described the recommendations included in the draft as “utter nonsense,” “a laughingstock” and out of touch with the past 30 to 40 years of research.
In 2016, Historica Canada released a Heritage Minute about the heart-breaking story of 12-year old Chanie “Charlie” Wenjack, whose death sparked the first inquest into the treatment of Indigenous children in Canadian residential schools.

It was announced today that Kenney is in self-isolation after Municipal Affairs Minister Tracy Allard contracted COVID-19. Allard was appointed to cabinet last month. Also self-isolating are Transportation Minister Ric McIver, Airdrie-East MLA Angela Pitt, Airdrie-Cochrane MLA Peter Guthrie and Lethbridge-East MLA Nathan Neudorf.
Kenney tested negative for COVID-19 but a statement released by his office says he plans to remain in self-isolation until October 29, 2020.
The total number of new COVID-19 cases in Alberta announced today hit 406, a record daily high since the pandemic began.
Despite the emergence of a second wave of the COVID-19 pandemic in Alberta, Health Minister Tyler Shandro announced last week that the UCP government plans to lay-0ff 11,000 health support workers and Alberta Health Services reiterated its plans to layoff 650 Registered Nurses.

While much of my undergraduate studies at the University of Alberta focused on Canadian politics, one of my favourite courses covered a topic far away from the prairies – the Habsburg Monarchy. It was a combination of an unfamiliar topic and a passionate professor that made this course memorable. So my interest was piqued when the words “South Tyrol” began circulating in Alberta political circles this week.

“Should Alberta be an autonomous Province? South Tyrol has” asked Airdrie-East MLA Angela Pitt in a Facebook post linking to a website showcasing facts about the autonomous province in northern Italy.
Much of South Tyrol’s status appears to be a result of it having a German-speaking majority population in a country where most people speak Italian. The former princely county of the Austro-Hungarian Empire was annexed by Italy after the First World War.
Charles I, the last Habsburg Emperor of Austria, King of Hungary and King of Bohemia.
I expect many German-speaking South Tyroleans would probably prefer to re-join their linguistic cousins in Austria than remain in Italy.
I am not sure which other province or region Alberta would join if we adopt what might be Pitt’s version of an autonomous-province. Perhaps Frederick Haultain’s dream of a Province of Buffalo could be finally be realized if Alberta merged with its smaller cousin to the east, Saskatchewan? Or maybe British Columbia’s Peace Country will finally be released to unite with its northwestern Alberta cousins?
But Red Deer-South UCP MLA Jason Stephan is certainly whittling down the number of possible candidates.
Stephan apologized to the Legislative Assembly this week after describing other Canadian provinces as “hostile, parasitic partners” in a speech about federal fiscal policies and equalization program.
The rookie MLA and sole UCP backbencher appointed to the powerful Treasury Board committee also claimed that “Alberta must liberate itself from this mess.”
While Alberta is not going to separate from Canada, the final report from the government-appointed Fair Deal Panel will include recommendations to increase provincial autonomy from Ottawa.
The panel and its open-mic town hall meetings were both a relief valve and a steering wheel meant to allow Albertans to vent their frustrations while allowing Kenney to attempt to keep control of the latest burst of separatist fervour. The separatist fervour from Alberta’s right-wing fringe, despite the media attention it generated, now appears to have mostly died out.
The panelists included former Reform Party leader Preston Manning, former Progressive Conservative MLA Donna Kennedy-Glans, Peter Lougheed‘s son Stephen, and perennially disgruntled UCP backbencher MLA Drew Barnes of Cypress-Medicine Hat and fellow backbenchers Miranda Rosin of Banff-Kananaskis and Tany Yao of Fort McMurray-Wood Buffalo. The panel was tasked with making recommendations on topics including withdrawing from the Canada Pension Plan, replacing the Canada Revenue Agency by establishing a provincial revenue agency, opting out of federal programs like pharmacare, forming an office of a Chief Firearms Officer, and forming a provincial police force.
The NWMP had been created in 1873 and was part of the federal government’s suppression of the North West Rebellion in 1885, but, by 1917, Ottawa’s attention was focused on the First World War and there was little federal interest in enforcing provincial prohibition laws that had been enacted in 1916.
The APP merged into the RCMP in 1932 following negotiations between the provincial and federal governments during the Great Depression. The agreement to offload the costs associated with policing to the RCMP stipulated that former provincial police officers who transferred to the federal police would maintain their seniority and be eligible to receive pensions in accordance with their years of service.
When officers hung up their blue APP uniforms on April 15, 1932, it was reported in the Calgary Daily Herald that it took more than a month for the red RCMP uniforms to arrive in Alberta. So during the short period following the return of the federal police, RCMP officers worked in civilian clothes or, for those who worked as police in Alberta before 1917, wore the uniforms of the old NWMP.

While Alberta politicians have generally expressed pleasure with contracting policing responsibilities to the federal government, there have been several attempts to reinstate a provincial police force.
The next notable attempt to reinstate the APP came in 1937 from Edson MLA Joseph Unwin, the Whip of the Social Credit government caucus. Unwin introduced a motion to abolish the RCMP in Alberta and replace it with an Alberta Provincial Police Force.
Unwin argued that it was preferable that “the police force in the province should be indisputably at the exclusive orders of the attorney general.” Given this comment and the context of the time, it is fairly safe to speculate that Unwin was hoping to create a police force that would enforce the Social Credit ideological and political agenda in Alberta.

Unwin introduced the motion the same week he was arrested on charges of libel and counselling to murder in what would become known as the Bankers’ Toadies scandal.
Unwin and British Social Credit expert George Frederick Powell were arrested when police raided the party headquarters following the printing of a pamphlet advocating the “extermination” of nine prominent Edmontonians. The nine men, labelled as “Bankers’ Toadies,” included Conservative Party leader David Duggan and Senator and former mayor William Griesbach.
Unwin was sentenced to 3-months hard labour for the libel charge, which was later overturned on appeal. He did not resign as an MLA when he went to jail and his return to the Legislature was celebrated by Social Credit MLAs with a “snake dance” on the floor of the Assembly.
Various PC MLAs called for the creation of a provincial police force during the 1980s and early 1990s but most of those calls were quickly discredited because they were usually followed closely by racist comments about RCMP officers wearing turbans or speaking French.

Anti-oil patch activist Wiebo Ludwig called for the creation of a provincial police force during his brief run for the Social Credit Party leadership in 2000 before having withdraw from the race after a judge refused to waive the conditions of his bail.
Motions recommending the creation of a regional police force or to make public studies conducted to assess the creation of a provincial police force were introduced by Wainwright MLA Doug Griffiths in 2003 and Lethbridge-East MLA Ken Nicol in 2004 were debated in the Legislature but gained no real traction.
In 2006, Morton, then a candidate for the leadership of the PC Party, called for the creation of a provincial police force, a proposal mocked by outgoing premier Ralph Klein. “We studied it and it was rejected,” Klein said. “Thus far, we’re getting a pretty good deal with the RCMP.”
Premier Ed Stelmach defeated Morton in the leadership race and signed a 20-year agreement with the federal Conservative government that would have the RCMP continue as Alberta’s police force until March 31, 2032.

“This is wonderful news for the province and for Albertans,” Stelmach said in an August 2011 press release. “This agreement makes good financial sense for Alberta and strengthens a valuable relationship with a partner who continues to play a key role after more than a century keeping Alberta communities safe.”
In 2006, the Alberta Sheriffs Branch was created from the Courts and Prisoner Security branch.
The Fair Deal report will have to be publicly released before we know for sure what it recommends, but a move to create a new provincial police force in 2020 would face two powerful political factors
First, systematic racism and police violence against people of colour in the Canada and the United States has led to mounting calls to “defund the police.” Massive protests calling out systematic racism have taken place across the country, including a 15,000-strong rally outside the Legislature in Edmonton and similar rallies in Calgary and around the province. City councils and police commissions are now facing increased public pressure to reign in budgets and address systematic racism in the civilian police forces.
Second, Kenney has said that a great reckoning is coming for Alberta’s finances, which will likely mean more massive job cuts in the public sector across Alberta. If the Kenney is laying-off teachers and nurses, it will be difficult for him to explain to Albertans that he needs to spend money on creating a brand new police force. A lack of finances was the main reason why the provincial police were disbanded in 1932.
Creating a new provincial police force in this context would be incredibly tone deaf and completely unnecessary. But like many political decisions being made in Alberta lately, the world appears to be moving in one direction and our government moving in another. It kind of reminds me of those Habsburgs just over a century ago.

Alberta is used to being a political outlier. And in the first six months of 2020, when governments and opposition parties in most provinces put aside their political differences to face the COVID-19 pandemic and economic shutdown, Alberta remained an outlier as neither the United Conservative Party government nor the New Democratic Party opposition put aside their differences to rally around the flag. Here are a few reasons why:

1. Jason Kenney is unpopular. This is not new and has been a problem that has dogged him and his party since he jumped into provincial politics in 2017. Pulling off a coup by taking over the Progressive Conservative Party and merging it with the Wildrose Party to form the UCP may have solidified his popularity among conservative partisans, but most polls have shown his approval and performance ratings dragging far below the high-water mark of UCP support in the 2019 election.
2.The United Conservative Party government is using the pandemic and economic crisis as cloud cover to continue to implement a divisive political agenda. The UCP campaigned on the slogan of “jobs, economy and pipelines,” but during the pandemic the government has barely skipped a beat in continuing its fight with rural and small town doctors, cutting funding that led to 25,000 education workers losing their jobs and thousands of layoffs at Alberta’s technical colleges and universities, and pushing the privatization and closure of Alberta’s provincial parks. And plans to layoff nurses and health care workers? That has only been delayed.
Barely a day goes by where the UCP does not release a meme or video on social media attacking its opponents. Long gone are the days when the old PC Party government would focus on governing and pretend the opposition parties didn’t exist.
It is perhaps not a surprise that the UCP is now trying to paint the NDP with the same “Team Angry” moniker that the PC Party slapped onto the Wildrose Party a decade ago. But the political landscape in Alberta is drastically different as both parties now exist in a competitive environment where Albertans have a taste for electoral change.
With former premier Rachel Notley at its helm and a front bench of former cabinet ministers in its caucus, the NDP are the first official opposition in decades that can legitimately call itself a government-in-waiting. But in a big way, the NDP needs to start acting like a government-in-waiting and talking confidently about what new ideas it will implement and bad UCP ideas it will repeal if or when it forms government again in 2023.
4. Nothing is actually getting done for Albertans who now face record unemployment levels and a very uncertain economic future.
If you live in Edmonton there is a good chance you might be voting in a different ward when you cast your ballots in the City Council election scheduled to take place on October 18, 2021.

This is the first major change in ward boundaries since Edmonton moved to a one-councillor per ward model in 2010. Prior to then, Edmonton had used a two-councillor ward system since 1980.
The boundary changes are significant in many parts of the city, including Edmonton’s central and mature neighbourhoods and burgeoning southern suburbs. The changes create three new urban central wards and four new wards in the south that span from more established neighbourhoods in Mill Woods and south Edmonton to areas south of the Anthony Henday Freeway along the southern edge of the city.
The new southern Wards I, J, K and L have a slightly lower average population anticipation of growth in the southern suburbs over the next decade. If population growth does continue in the south as anticipated, those Wards will become more suburban heavy over time.
Ward F spans the North Saskatchewan River by including the southern half of the current Ward 7 and most of the east neighbourhoods of the current Ward 8. This more closely reflects the Edmonton Public School Board ward boundaries, which were redrawn ahead of the 2017 election.
There has been some concern raised that the issues of inner city neighbourhoods like Alberta Avenue could be lost by being included in a Ward F that encompasses the increasingly gentrifying neighbourhoods that straddle the North Saskatchewan River and make up the southern portion of the new ward.
As a resident of the current Ward 7, I suspect that many of the neighbourhoods included in the new Ward F that lie north of the river (including mine) have more in common with the neighbourhoods south of the river than the neighbourhoods north of the Yellowhead Trail.
And in the heart of the city, Ward E would create a new ward encompassing the downtown and some of the city’s core neighbourhoods, including the yet to be developed Blatchford area where the former Edmonton City Centre Airport once stood.

New Ward names recommended
This was the first time the City of Edmonton used a citizen Ward Boundary Commission to redraw electoral boundaries. While the final report needs to be approved by City Council, and is still open for Councillors to tinker with, handing the process to an arms-length citizen led commission is a positive move.
The proposed boundaries are designated by letter rather than by number, as the current wards are, but the Commission’s final report included a recommendation that City Council consider a naming system that is more intuitive to residents than the current one. For example, Canadian cities like Winnipeg and Montreal use named wards, and Ottawa and Halifax use a combined numerical and named Wards.
While the Commission was given a mandate to draw boundaries that could last for the next three elections, to 2029, it also recommended that City Council consider reducing the allowable population variance for future boundary adjustments from 25 percent to 10 or 15 percent.
The final report also recognized the weakness in the public engagement process that was created due to the tight timelines given to the Commission.
Impact on the next election
The changes would undoubtably have a big impact on the next election, and will leave some big questions for incumbent City Councillors and challengers as to where they stand as candidates.

A number of councillors have seen their current wards changed significantly, meaning that if they seek re-election they may need to campaign in many neighbourhoods they previously did not represent. While incumbency and name recognition is a big advantage in municipal elections, the redrawn boundaries could expose some incumbent councillors to strong challenges.
And the big unanswered question hanging out there – whether Mayor Don Iveson runs for re-election – is key. If Iveson does not run for a third-term, it is anticipated that a number of City Councillors could enter the mayoral race creating vacancies in a number of wards.
Councillor Mike Nickel has all but announced his third campaign for the mayor’s office with a series of anti-bike lane and anti-tax internet memes, and other councillors believed to be considering a run for mayor include Michael Walters, Tim Cartmell, and Sarah Hamilton. It is also rumoured that former councillor and federal cabinet minister Amarjeet Sohi could throw his name in the mayoral race, and, if so, he would be a formidable candidate.

The provincial government is also expected to introduce sweeping changes to Alberta’s municipal campaign finance laws ahead of the October 2021 vote. Municipal Affairs Minister Kaycee Madu was expected to introduce the changes during this year’s spring session of the Legislature, but the COVID-19 pandemic has likely delayed those changes to the fall.
Municipal candidates will compete with Senate election and referendum
The 2021 municipal elections will also coincide with the province-wide Senate nominee vote and a province-wide referendum promised by Premier Jason Kenney on possible issues ranging from equalization to withdrawal from the Canada Pension Plan, though it remains unclear what the ballot question will actually be.
The injection of provincial and federal issues and political parties campaigning during the same period as the municipal election could create some very interesting dynamics, and leave important local issues typically reserved for civic elections fighting for voters attention.
It is widely suspected that the decision by the United Conservative Party to resuscitate the Senate nominee elections (where candidates will be ostensibly running under federal party banners) and hold a province-wide referendum during the municipal election campaign is being done with the goal to generate attention for partisan conservative issues and increase support for conservative-aligned candidates running at the municipal level across Alberta.
