Candidate Nomination Update: Airdrie-Cochrane, Banff-Kananaskis, Cardston-Siksika and Central Peace-Notley

With only about 13 months left until a potential provincial election call, the number of candidates stepping forward to run for party nominations is growing (this is the second time this week that I have written an update on candidate nominations).

Here is today’s candidate nomination update:

Airdrie-Cochrane: Cochrane town councillor Morgan Nagel is seeking the United Conservative Party nomination in this newly redrawn district. Nagel has worked as a organizer for Jason Kenney’s leadership campaign and as the youth director for the Manning Centre.

Banff-KananaskisNew Democratic Party MLA Cameron Westhead confirmed with the Cochrane Eagle that he will seek re-election in the new Banff-Kananaskis district. Westhead was first elected in 2015 in the Banff-Cochrane district, defeating Progressive Conservative MLA Ron Casey by 2,894 votes.

Cardston-Siksika: Little Bow UCP MLA Dave Schneider told the Vauxhall Advance that he will seek re-election as the UCP candidate in the new Cardston-Siksika district. Schneider recently apologized for a statement in which he said ‘these people don’t traditionally vote‘ in reference to his Indigenous constituents. The new district includes the Siksika Nation, the Blood Tribe and the Pikani Nation, which have a combined population of more than 20,000.

The redistribution of electoral boundaries in southern Alberta could lead to incumbent UCP MLAs facing off in nomination contests. Current Cardston-Taber-Warner MLA Grant Hunter, whose official residence is listed as Cardston, could also seek re-election in this new district.

Central Peace-Notley: UCP MLA Todd Loewen is seeking re-election in this sprawling redrawn northwestern Alberta district. Loewen was first elected in 2015 as the Wildrose MLA for Grande Prairie-Smoky. Energy Minister and NDP MLA Marg McCuaig-Boyd currently represents the Dunvegan-Central Peace-Notley district and would presumably run in the same district if she seeks re-election.

Edmonton-Whitemud: According to Elections Alberta, Tunde Obasan has withdrawn his intention to seek the UCP nomination.

If you know any candidates who have announced their intentions to stand for party nominations, please send me an email at david.cournoyer@gmail.com. I will add them to the list.

Schweitzer goes for federal nomination instead?

According to a report by Postmedia’s James Wood, past UCP leadership candidate and Calgary lawyer Doug Schweitzer could forgo running in the 2019 provincial election in favour of running for the federal Conservatives in Calgary-Centre in the 2019 federal election. Also considering bids for the Conservative nomination in that district are Dustin Franks and Rick Billington.

Franks previously ran for the PC nomination in Calgary-Currie in 2015 and was campaign manager for Greg McLean in that candidate’s unsuccessful bid for the Conservative nomination in Calgary-Centre in 2012. Billington previously ran for Conservative nominations in Calgary-Centre in 2012 and Calgary-Heritage in 2017.

Two Tories step up to run in Calgary-Heritage by-election after Harper resigns

Following former prime minister Stephen Harper’s resignation last week, a by-election must be called in the Calgary-Heritage riding by February 25, 2017. Two candidates have already entered the Conservative nomination race to succeed Mr. Harper in Calgary-Heritage.

Local Conservative Party activist Bob Benzen was the first to announce his candidacy for the nomination. His website states that he is the co-founder of the Decade of Excellence Committee, which paid for large billboards thanking Mr. Harper for his service in office after the Liberal Party’s victory in the October 2015 election.

Calgary lawyer Paul Frank is the second candidate to join the nomination contest. He previously ran in the 2012 Senator-in-Waiting election and as a candidate for the Conservative Party nomination in Calgary-Rocky Ridge in 2014.

Also mentioned as potential candidates are Richard Billington, who ran for the Conservative nomination in Calgary-Centre before the 2012 by-election (his wife, Susan Billington, was the 2015 Progressive Conservative candidate in Calgary-Varsity) and former Calgary-Centre MP Joan Crockatt, who was elected in the 2012 by-election and unseated by Liberal Kent Hehr in the 2015 general election.

Local Liberals have been actively campaigning in Calgary-Heritage in anticipation of Mr. Harper’s resignation (and the neighbouring Calgary-Midnapore in anticipation of Jason Kenney’s resignation on October 1, 2016).

Rumoured potential candidates for the Liberal nomination include lawyer and past Calgary-Confederation candidate Matt Grant, Calgary Mayor Naheed Nenshi‘s chief of staff Chima Nkemdirim, and past candidate Brendan Miles. Mr. Nenshi quashed rumours of his candidacy when he told Metro Calgary in May 2016 that he would not run in the by-election.

Mr. Harper was re-elected in October 2015 with 63 percent of the vote, ahead of Liberal Dr. Miles with 25 percent, New Democrat Matt Masters with 8 percent and Green Kelly Christie with 2 percent.

Before the 2015 election, the riding was known as Calgary-Southwest and had been represented by Mr. Harper since 2002. The riding was previously represented by Reform Party leader Preston Manning from 1993 to 2002.

calgary-centre by-election nominations take a strange turn.

The Calgary-Centre Conservative Party nomination contest took a turn for the strange over the past few weeks.

Originally shaping up to be a three-candidate contest, Alderman John Mar and former Canadian Taxpayers’ Federation chairman Andy Crooks dropped out of the race earlier this summer, leaving political commentator Joan Crockatt as the lone survivor of the original three candidates in the nomination contest.

Jon Lord Calgary-Centre Conservative

Video store owner, former Alderman and Progressive Conservative MLA Jon Lord is one of the new candidates to enter the contest. Mr. Lord placed a distant sixth in his bid to become Mayor of Calgary in 2010 and was unsuccessful in his attempt to win back the PC nomination in Calgary-Currie before the recent provincial election. In the 2004 provincial election, Mr. Lord was unseated as MLA by Liberal Dave Taylor.

Lawyer Rick Billington has also joined the contest. Mr. Billington is a long-time Conservative Party director in the neighbouring riding of Calgary-Southwest. His website biography lists him as having participated in the Leaders Debate preparation team for Premier Alison Redford during the 2012 Alberta election.

Also running are Stefan Spargo, who was former MP Lee Richardson‘s campaign manager and also made an unsuccessful bid for the PC nomination in Calgary-Currie, and past Conservative riding president Greg McLean, who entered the contest last week.

Calgary Joe Soares
“Calgary Joe” Soares

Perhaps the strangest candidate to join the Conservative nomination contest is Quebec political advisor and Ottawa-area resident Joe Soares – who describes himself as “Calgary Joe.” It is not known whether Mr. Soares has spent any significant amount of time in Calgary or has any connection to the city or the province of Alberta.

The messaging on Mr. Soares’ website is a textbook case of negative partisanship, taking aim at New Democratic Party leader Thomas Mulcair, who he accuses of wanting to destroy Alberta’s economy. The political insider also takes aim at the perceived frontrunner Ms. Crockatt, who he accuses of defending former Ontario Conservative MP Belinda Stronach when she crossed the floor to the Liberal Party in 2005 (which I imagine is a top of mind issue for Conservative Party members in Calgary-Centre).

The date of the Conservative nomination vote has not yet been set, though the deadline to enter the contest occurred last week.

Despite rumours that popular Calgary-Mountain View MLA David Swann might enter the Liberal Party nomination contest (or the NDP contest), only two candidates will be on the ballot at the vote on September 15, 2012. Lawyer and former Canadian Parks and Wilderness Association President Harvey Locke and educator Rahim Sajan.

Past candidate William Hamilton has already declared his interest in running for the Green Party and author Chris Turner told the Calgary Herald that he is considering seeking the nomination.

Anne McGrath NDP

Their status as Official Opposition in Ottawa does not seem to have generated wide interest in the NDP nomination. I have heard very little about who the NDP candidate in this by-election could be.

However unlikely, the latest speculation I have heard is that some party members are trying to draft Anne McGrath to carry her party’s banner in the downtown Calgary riding. Ms. McGrath is the former President of the NDP and chief of staff to former NDP leader Jack Layton. She ran for the provincial NDP in the Calgary-McCall by-election in 1995.

The newly created Online Party of Canada has attained registered status with Elections Canada just in time to nominate a candidate to run in the Calgary-Centre by-election.
